(3) The State shall direct its policy towards ensuring that— a. every citizen, without discrimination on any grounds whatsoever, shall have the opportunity for securing adequate means of livelihood as well as adequate opportunities to secure suitable employment; Please note: When Peter Tucker's original draft of what was then a document that incorporated experiences, an amalgam from both the United Kingdom and United States documents, it took the likes of Eddie Turay and a small group of vibrant APC party supporters to stand their ground and say no to other party members who had watered down the Peter Tucker draft so much that it looked like the 1978 One-Party Constitution dressed in new colours. It is to be recalled that even though the accepted and passed1991 constitution made it illegal for the heads of the Police and Army to be MP's and Ministers of State by virtue of them occupying those positions, the APC government of President Joseph Saidu Momoh still went ahead to have both Major-General Tarawallie (Army) and Inspector-General Bambay Kamara (Police) as MPs and Ministers of State.
